My comments on it-
One thought...
How could homosexuality be viewed more harmful than terrorism?
I think a good case could be made that homosexuality could lead to a societal change. A large group in our society views homosexuality as immoral. If in fact it is immoral, accepting immoral behaviors could cause a decline in the morality of society. ((I am not debating whether homosexuality is moral or immoral here, simply how it could be viewed.)) Similar to other issues that are seen as immoral behaviors, such as lust, lying etc. This changes the fabric of society itself. It changes what we view as right and wrong. It blurs those boundaries.
Terrorism on the other hand does not change the moral views of society. Similar to other issues that are currently viewed in ALL of our society except the fringes as "evil". This would fit into violent crimes of all types. It is already in direct contrast, so instead of weakening the moral views, it may in fact strengthen them. Or strengthen the opposition of the Terrorist group anyway.

It is issues that are closer to the line between right and wrong that may in fact pose a greater threat to society at large. As they are more likely to be able to change the very fabric of society itself.

Just a theory, not sure if this is even what the woman was thinking, but I think a debatable case could be made for it.

ETA- Some on the opposing side could just as easily argue it is a moral fabric that needs changing
